Capital Improvement Plan & Impact Fee Project

As the City of Star experiences rapid growth, the demand for expanded public infrastructure continues to rise. To proactively manage and fund these needs, the City is developing a Capital Improvement Plan (CIP) and corresponding Impact Fees for key services, including police, parks, and pathways/trails. This initiative ensures that new development contributes its fair share to the costs of essential public facilities while maintaining a high quality of life for residents. What is a Capital Improvement Plan (CIP)?

A Capital Improvement Plan (CIP) is a long-term planning document that identifies future infrastructure needs, prioritizes projects, and secures funding strategies to meet community demands. According to Idaho Code § 67-8208, a CIP must be adopted before imposing impact fees, which help ensure that infrastructure expansions are equitably funded.

What are Impact Fees?

Impact fees are one-time charges assessed on new development to fund a proportionate share of public facilities needed due to growth. These fees help the City maintain service levels as population and development increase. Idaho Code § 67-8203(14) defines an impact fee as a monetary contribution required as a condition of development approval to help finance system improvements.
